It shows a miniature model of the casino and surrounding area, encased in glass with a "snow" effect when shaken.
The Sierra Madre snow globe is located in the Sierra Madre Casino on a bookshelf in Elijah's quarters, located to the left of the terminal which controls Vera Keyes' hologram. Once found, it can be sold to Jane (one of Mr. House's Securitron) for 2,000 caps, and it will then appear on a shelf in the Lucky 38 presidential suite.
Note that once you leave the Sierra Madre at the end of the Dead Money DLC, you cannot return, so be sure to grab it while you can.
